They didn't bother to secure permits or stay within the boundaries of the law, they didn't even try. I mean yeah jet is hated, but he isn't the sole reason for the failure. I'm sure his problems contributed to it, but it wasn't the catalyst. 
They all knew the score with the local administrative bodies and authority figures. They knew that they were gunning for them, they knew the locals didn't like them and they knee that they were walking right into a buzzsaw. They just went ahead with it anyways. I question the logic, and some considerations would suggest it has to do with finances. They were more concerned with short term liquidity as opposed to long-term stability and viability. They weren't even concerned about short-term viability. They 100% knew the authorities would drop the hammer and the show would get shuttered long before the season ended. So why go forward with it at all at that point? A sensible and reasonable strategy with long term viability in mind would be delay, regroup/relocate to a viable location and reboot. Why not do this?
