Retards who popularized the myth in the first place didn't know how planes worked and just assumed the plane would hover in midair if the land underneath it would move and spin the wheels, so the plane would appear to move forward.
The mythbusters gave the audience too much credit and focused on the conveyor belt part when it was fucking obvious that it wouldn't stop a plane.
As for the model plane on the treadmill, the answer is no, it wouldn't take off. Why?:
