Thing is, they didn't allow any applications for /bant/. So, that may be showing at least some interest in keeping things the way they are? If they considered things bad here, I guess you could figure that they'd accept applications.
Since they do deal with mass spam eventually, I think it's not completely neglected, they're just more laid-back with it. There are still some stuff that they delete way faster just cause they dislike whatever it may be, so, there's obviously somebody keeping tabs.
