The slightly less major cities (Reims, Rouen, Poitiers, Orléans, etc) are really based too, and they're full of history, but it's better to actually know about what happened in these cities before you visit them, I think. Like if you're gonna visit Rouen, it would be preferable to know beforehand that that's where the anglos burned Jeanne d'Arc, for instance. It'll allow you to better feel the history of the city as a whole.
