it's pretty weird when a dog bites some kid on the head till they bleed, bruises said kid and the bad connections junkie owner just sits on the upper porch saying "no need to be afraid, he just wants to play"... and all they get is a small fee (less than 20$)
nobody knows if the dog was chipped, or vaccined or anything
when you also have a chipped, vaccinated good dog that got runned down by a car and it costs you 300$ (some for veterinarians, some for sanation ofbthe dog because of course you can't take it home with you for a propper burial and fee for not having a dog locked up)
