The tastes do not change overtime, just how you would want to have statue or yourself made in concrete/marble/gold just so they wanted this also themselves.
The "paint" they so happened to find on one of the statues was probably graffiti or some sort of vandalism.
They might have been painted but in singular color like gold, amber or silver.
I know cause i do work in sculpting and
1. It looks terrible
2. It is a bitch to just "color" large statues
3. The paint would mix with each other if you didn't bother waiting several hours for a single spot to dry
4. On expensive statues like from marble, the paint would just get off after a day of rain
