and the snapdragon has an adreno gpu while the mediatek uses mali.
i have no idea who has which license and who you would need to talk to make your own arm architecture. but mediatek and qualcomm have their set of processors they use. they basically... yeah. it's ARM. qualcomm does nothing but destroy. i work all the hardware on ARM and qualcomm, mediatek and the others are companies who wwork with ARM to license their chips together.
https://fuse.wikichip.org/news/tag/cortex-x2/mediatek uses one of the performance cortex x2 cores. it's one of the reason it's faster. they could make an ARM processor with just cortex x2 cores for laptops or so. it's all ARM and they work with ARM together. qualcomm can die. i believe they are the reason why Snapdragon 888 didn't had the Tensor Cores inside of it. it means i've designed the ARM chips for Qualcomm and they blocked the development inside of the ARM company. ARM is a machinecode name and the company name. it works like a glyph and i like that. it's my technology and i like the egyptian theme. if you google some names you see it fast, it's not confusing in the slightest. everything is referenced.
