Report every shill/bait thread you see. Its that simple. The problem is people dont see anything happen immedietely when they report so they assume the mods dont do anything - so they dont bother reporting. The shit threads remain, and this further enforces their belief that the moda are useless.
Fact is they are fighting against a tide of hundreds of bots and dozens of active human shills nonstop 24/7 and rely on the report system to stop the flow of shit. If people are not reporting, they are not going to see it. If only one person reports, it remains at the bottom of their list and takes ages for them to react to it because posts that have higher reports get prioritized.
An example: this afternoon in one of the /syriageneral/ threads there was a person spamming scat porn and taunting everyone to disrupt the conversation. Took about 20 minutes for him to get banned, and then he simply came back with a new IP and did it again. People kept reporting, and the next time it took less time. Dude went through about 7 IPs before a mod stop waiting for reports to come in and just famped the thread and banned him instantly on the spot the second he reappeared - at this point the shill gave up because the mod(s) were actively monitoring the thread for spam. Had everyone not reported, he would have continued forever. Since people STFU and reported, the system worked, and the shill got squashed.
>tldr report more, whine less, IGNORE ALL BAIT/SHILLS/ATTEMPTS TO DISRUPT THE CONVERSATION.
REPORT REPORT REPORT
The system only works if you actually use it. Be anal and report every single spam thread you see.
