The most bullied have always been Sweden, India, Germany, France, US, Straya, Romania, UK, Canada, Turkey and Greece.
Biggest bullies were Straya, US, Romania (most of the reason why they got a lot of hits), and several others on different occasions.
You could call Israel as one of the least bullied if you're only considering the country itself, but if you count the people then (((da joos))) was obviously /pol/'s bread and butter.
Among the least bullied were mostly the insignificant shits that nobody knew how to banter, along with Japan, and a little bit for small nordics, like Faroe Islands etc.
