If the game is set in Hammerfell, then yeah I want to see mostly Redguards because that is their province. I would be annoyed if they did what you said, but I highly doubt they will go that far.
Skyrim was already being ham-fisted with "muh Dunmer racism" in Windhelm (because muh dark skin), nevermind the fact that Dunmer are racial supremacists who enslaved the Argonians.
