Like a human observer on a retardedly fast space ship. Or fancy stupidly high precision time pieces being synchronized to satellites that are speeding around the earth. The only phenomenon we know of that naturally come anywhere near (or have been able to make go) near luminal speeds are individual particles, to which relativistic distortion is a non issue.
