Plenty of people owned and operated private businesses in NSDAP Germany. Free enterprise was not restricted and was instead actively encouraged. Part of the German post-WW1 economic miracle was encouraging small and middle-class businesses through government loans. At the macro level the government utilized private industry exactly the same way every other country on the planet did at that time. The US government having GM produce war machines is no different than the German government having Mercedes produce transport vehicles. They did not collectivize anything, and instead functioned through a series of contracts and nationalist obligations.
