I suppose this is why all of the older DDR charts and several official In the Groove charts have X.997 or whatever for their BPMs, and need to be manually adjusted, frequently by editing the actual data file itself, to be flat. I also suspect that Konami likely used a separate software for BPM calculations that only went up to three decimal places, along with being super buggy with tracking the tempo.
