Unironically internet pornography is why tattoos became trendy. Tramp stamps and tribal/barbwire douchebag tats had been on the rise for awhile before but they were still pretty niche and largely regarded as trashy at that point. It was the mid 2000s as social media was on the rise opening up the internet to the masses when sites like Suicide Girls and GodsGirls blew up spreading the "alt girl" look into the public eye and then, like with many of these things, it accelerated in a major way around 2007-2008 when smartphones hit the market. People follow trends and pinups are a subset of fashion so cornerning the coomer market there with something that at the time was exotic put the tattooed look at just the right place and time to move from underground scenes into influencing mainstream beauty standards going forward in a major way. That and people in music spheres who went on to become noteworthy emulating criminal hip-hop niggers to try to not look like posers is where they tattoo trend came from.
That internet centric origin of the modern explosion is also why self proclaimed "gamer girls" and "nerds" were for a while the core demo getting them and videogame, anime, and pop culture themed tattoos are so over represented. The crossover of candy kids at convention raves were the group that bridged the demographic gap to normalfags at music fests. It has more staying power than most trends since everyone who jumped on the bandwagon needs to keep huffing a lifetime prescription of copium to maintain self esteem and that helps keep the trend going, but it is a fashion trend and anyone who has one outside identification purposes like the military or a maybe a gang is a sheep, no exceptions
