As far as character anim goes I'd still use 3ds or something though as it affords you more control. But for this, you don't need to animate anything, you just paint in which parts are gonna be simulated in real time and that's it.
You can do either in regards to bones but I haven't really tried any of that as I've never exported and imported a custom character like that.
I'm sure if you search for 'character import ue' on youtube you'll find a lot of useful stuff and also obviously look up the actual unreal engine documentation.
