Cars were still relatively new on the technological timeline and humanity wasn't fully adjusted yet. But as we developed, this became a requirement to even function in society, forcing every normie to get a license to participate. But prior to that they could just work super-locally and didn't require that.
It's all about the consequences of industrial society. That's the root issue here. modern complexity usurps the role of too many traditional archetypes.
