I take it the vast majority of you guys are under 30? save for a few I suppose. If you look at the overall quality of the clip it looks like a VHS transfer. If you look at the very bottom of the frame, that's not (at least I'm pretty sure) letters scrolling at the bottom, but rather "head switching noise". It's a common artifact in analog tape formats like VHS, often appearing as a horizontal line of noise. You never saw when you watched a VHS movie back in the day because the TV you were using to watch the movie was over scanning the picture frame.
