They tried unifying it in the 50's or something but then people on both sides started sperging out about the purity of their language.
The problem with it's use is largely academic because everyone speaks in their own dialect and everyone understands the main written form and can without practice decipher the other one. They just force it into schools and official texts because of a language lobby who are in it primarily for personal gain.
The one upside to the way things developed here is that there are no social repercussions for speaking certain dialects. It's all accepted as real norwegian.
Most other places your dialect can lead to people looking down on you and so on.
Not to say there aren't sociolects here but these days the social divisons have changed from "two different norwegian dialects per city where one is more formal and high class than the other" to a middle ground of the former two through natural development and a new lower class ethnolect type of thing.
