The Cyberpunk game did this only rather for game balancing purposes, but I'm sure there would be some people which will start to think that anyone with less or even without modifications is part of a weaker species among humans; an Übermensch-complex could kick in that will make one lose any respect about other lives.
All other people will maybe start to do the same towards the few, who could even afford to replace so much of their bodies, they will be filled with anger, fear and not knowing anymore if their own lives have any meaning.
A (global) civil war against humans with body modification could start because of this. The super modified people will give themselves moral about being superior to anyone else and the mostly normal humans just want to persist. A new society of the modified humans will start to form which will believe they are the true successor race of Homo sapiens sapiens.
