DHS was created with the patriot act for the sole purpose of domestic espionage. the employ tens of thousands of people. they coordinate between federal, state, and local law enforcement as we as civilian groups like INFRAguard and neighborhood watch. they have specific buildings dedicated to this purpose callled Fusion Centers. theres several in every state and they absolutely have the capacity and ability to surveil(stalk) millions of people simultaneously. they programs that sift through and sort all the data, as well as apps that are only available only to feds and cops that allow them to track people in real time with their phones and cruiser laptops. if you believe your on their stalk and harass list its more likely that you are than arent. there is no strict criteria to make it on the list.
