you see here is the structure of space conquest. You cannot just leave planets governorless? Government is heckin compartmentalized so that one sector isn't overburdened, and that way it will be easier for me to ONE DAY take my big giant spaceship with muh heckin waifus to the otherside of the galaxy and convince governors to take my side, or atleast a few until I can gather a space army to do heckin space war!!

Here is how I imagine the structure.
There is a governor each at each layer of governance, from town mayor, to state, to country, to planet, to solar system, and then to a star sector. And whom I'd need to influence would be these leaders of these star sectors
