This is like saying if I switched a promoter for muscle development (e.g. an anti myostatin) on, but doubly effective and therefore got animals with double the muscle no evolution has occurred because no new information has occured.
In evolution, it is very rarely the gene itself that changes, but the regulation of the gene. This is why you can take a Pax6 gene (which directs eye development) from a frog and put it into a fly leg, and the fly leg develops a fly eye (despite it being a foreign gene) because of precisely how the gene is regulated by the fly.
