Well of course they are at first, what could be in Venus certainly can't be anything more than primitive unicellar organisms. That's not comparable in any shape or form to what is on the seemingly pristine conditions of Earth. But if life can eventually survive and adapt in such extreme conditions, who says that on a long enough timeline we can't have advanced multicellular organisms appear in more extreme locations? The planet was hardly as "stable" as it is now during the Cambrian Explosion.
