Regardless of need, that money being in the hands of consumers will still generate economic activity, especially locally which is great for strong small-scale economies of a city. What's more is that "means testing" is wasteful and complex. The reason most of our social services are so horribly inefficient and don't cause any major benefit is due to exclusionary means testing. It keeps people from getting what they need and disincentivizes them from moving forward by holding their benefits over them, keeping them from seeking higher education or employment, and maintaining a savings. Means testing will only perpetuate poverty. You'll just end up wasting money on a bureaucratic structure and keeping people that need it from getting it.
