1) A domestic terror attack that the government decided to cover up, if the alien reports were false.
2) A test-run of Project Bluebeam in preparation for the fake "alien invasion", if the alien reports were true.
It seems very doubtful that the PD would send out 70 fucking cars just because "rowdy youth" are nigging as usual. They might send out ten, maybe, if there were gunshots. But not the entire fucking force.
