I think what's holding people back from making OC is that they're trying to make something truly original, if that makes any sense. To put things in perspective...look at this post number. That's how many posts there have been on this board (if I'm not mistaken). It's not impossible to come up with something original, just implausible.
Some things are original in that they take things that already exist; fantasy tropes for example, and play off them in a way that people enjoy. A good example would be Terry Pratchett's books, or Konosuba in terms of anime. Foo Fighters is a good musical example, because it's basically Nirivana the Squeakquel.
