She's insecure about her looks. She's not comfortable without her makeup. She knows people still find her attractive with or without it.
You can debate if she uses the makeup as a personality mask and prefers to have people be attracted to the "little doll" version of herself.
It's like beating a dead horse at this point though. We've already seen a clear shift in how she acts with and without it.
