My mother for instance doesn't have time to think about 'war just outside of frame'. Everyday life is the most important thing for most, and i can guarantee that most don't know what they would be punished for.
'I can barely feed my family but at least i'm not dying in a ditch, life can only be better during this current peace(unless of course there is a non-war crisis, but that's not relevant here) can only be better.' Why would someone like that want to change similar life of someone on the other side of the globe?
