it can't be that bad since i see people doing well with it but the problem is that it doesn't fucking do anything it's just annoying so it tilts people into making stupid plays
well the first thing that comes to mind is hexflash. it's a rune that makes it so when ur flash is on cd you can still cast it with a long ass cast time instead. i guess there's also zoe who's W lets u pick up and cast other people's summoner spells so she can flash without using her own
