The Ukrainian "EO" church recently broke away from the Russian one (nice timing). This is mentioned in their video "The Real History of Orthodoxy", someone predicted that this would happen more than 100 years in advance. The truth is that they're not a unified church, they're just a loose collection of sects that all reject the filioque.
The papacy, or the pope, when there is one, is the principle of unity of the Church. One man must be in charge in order to implement God's will. God likes hierarchies.
