>>9408540The WTC did in fact have 110 floors, but many of them were abandoned on 9/11 (see pic related). The Port Authority for years had trouble finding tenants for the WTC, and this problem became exacerbated after the ‘93 bombing. That’s why the actual death toll on 9/11 ended up being much lower than initial projections — there weren’t as many people working in the towers as was widely assumed.
