Shutting down the internet guarantees mass rioting. Nobody's going to give a fuck about catching wuhan flu if they have way of having fun/sport/good times.
It's bad enough with all the tourism and recreation being cancelled. That alone is going to greatly increase drug abuse and crime rates. Bored people get in trouble.
