Yes, in my own family.
We are Latinos though, not Hispanic.
(I am not white. My mom is 25% Sephardi Jewish, and perhaps 10-20% Amerindian.)
Some people in my family look the ones in OP's picture, including the blue eyes. My sister had green eyes up until a somewhat late age in infancy. I myself look a lot more Mediterranean.
I'd say my phenotype (Italian terrone) is similar to David Villa's, including the little piece of beard between the lower lip and the chin that insists on growing no matter how much I shave it.
David Villa is a Spanish football player. Typical Mediterranean. Dark hair, strong eyebrows, very easily tanned. My skin is probably fairer because I have British blood too (on the mother's side, great-grandpa was a Northern-Irishman who married a Jewish woman).
There are also many whites in my neighborhood, including my neighbor. I don't know him well, but his name is apparently Erik, and I believe he must be the son of Norwegians, or grandson, I don't know. He's certainly Nordic, no doubt about it.
