Even if it was biased (which would be dumb seeing how late Rome was entirely christian logically you would call it a better civilization over a misguided and idolatrous Rome and deny its flaws) you can't really argue against the pitiful state of Rome excluding the christian anti pagan laws which is cowardly conversion by starving people out of spirituality so they worship the only spirituality available
