Would stop 80% within 6 months. Civilization is a thin veneer at all times, a lesson we have forgotten. Some call it harsh, must sprak the language criminals understand.
On other hand, when people see governements protecting them, Freedom ensues to pursue Production, Work, Prosperity. Most people just want to work, go home, kiss their wives and children, take a shower, eat dinner, get some sleep.
