Large companies like youtube or the NSA are not going to be encrypting anything on disk nor building that capibility into their systems due to the expense and the engineers are going to be smart enough to keep a live copy good to go then archive everything else into duplicated or triplicated indexed tape with the database index of the whole works backed up. All of the data will be compressed, so if hacked the system, to upset it you'd trivially flip bits, assuming the WORM Storage software they have will allow you to. Cost per unit storage is based off of the financial statement of the storage manufacturers, so if you add up their revenue and divide by the cost per unit storage you yield the total storage manufactured, and knowing that, you'd need a ~10,000:1 compression ratio to store all telecom traffic.
Furthermore, if you study data analysis systems and project management whatsoever, you quickly realize that the cost of a financial statement is the sum of all labor and business systems involved in the data collection, entry, analysis, and correction. If you want to know how much it will cost to build and develop a new software package, look at what it cost another company to build something similar; this is no different than estimating a building or manufacturing a car. You wipe out billions of manhours of data entry, that to me is a tragedy. Of course, a lot of the data is trite. Half of the information in their datacenter is probably the trite of youtube browsing and which pr0n site you goto.
If I had the ability I wouldn't pull the plug. The more they project omnipotence the more they come off as and are incompetent. An incompetent government is a government that needs civic participation, so own guns, represent your interests loudly, be ungovernable, and love others as you love yourself and god. It'll all work out in the end, even if you can't predict the outcome.
