From being used to lure out the dirty cop to literally just being there because she is the correct department and breathing to circumvent some law to justify going into mexico, she is literally just wallpaper OR in the way and being reminded of it. They even give her a kill in the first scene to show she is in fact competent, just a woman and literally the only person who couldnt get over her hubris to figure out that they were being used not for their skill or prowess, literally just to make something bigger than them work. She even accepts being a cog in the machine, hence why she nor the nigger are in the sequel.
