That's how it works in america. Even before 2020 when we had the "lockdown" or whatever you want to call it, and the riots, it was already awful, but now it's even worse. Any low end job is filled with 99 percent annoying, lazy people who don't care. That's the world we live in. You could help the problem with things like better pay or whatever other things you can think of to make the job more appealing but if the entire workforce is garbage, it's isn't going to help much. Even in nice areas full of rich people, it's the same thing. I was a kitchen manager once and, I can say for sure, if the employees don't want to do something, they won't do it, and there is almost no convincing them otherwise. That's jus thow they are. If you fire them they will go get some other job for the same pay, in the same situation.
another thing many people don't think about is that, employees can quit their job, and get welfare/unemployment, food stamps, and be in almost the same financial situation working 0 hours a week as if they work hard 40 hours a week. So from their perspective, why bother? If you think about it from the perspective of an ambitious, well grounded person, it doesn't make sense, but if you think about it from the perspective of someone who doesn't care, who smokes weed every day and gets drunk every weekend and lives in section 8 housing, then it all makes sense.
