Yes, Sami are White, they are indigenous Northern Europeans who happen to have 7.5-12% Siberian Hunter Gatherer ancestry from during the time in which the modern European race was just forming.
An ancient minority of Siberian ancestry doesn't matter at all, they've lived here as long as we have and their DNA is almost identical to a Swede next door.
