Is a person their outfit? You test by their fruits; evil people, the 'MOST WICKED' people will do evil, wicked things because they can, they enjoy it, and they want TO BE GODS.

Though I wouldn't be surprised if God and Satan had a kind of conversation (or wager) of Satan being like 'I bet they'll TOTALLY choose me over you'. And then followed through with this.
