You need a circle of friends you trust unto death, then work with them to gain positions in county/state government, and influence among community organizations that you can use to mobilize people. You should be very picky with recruitment - take it from the guerilla leaders of old, a few stalwart men is better by far than a whole host of johnny-come-latelys.
