See, starting in the 60s - though it goes back as far as the 20s - the punishments for drug-related crimes got progressively more harsh. They got even worse in the 80s, especially for things like cocaine and its other forms (ie, crack). This's a little suspect, however, since it's believed that with things like the Iran-Contra Affair the CIA and other elements could have been involved with its spread in the US. How true that is is up for debate, but its effect is clear - it led to a steep rise in imprisonment which's still a problem today. Some might benefit from this. Who knows.
