The police/court system was not egalitarian, as nobles had their cases heard at higher courts and would have been taught public speaking and rhetoric as part of their schooling, making them better able to argue their cases. Mexica society in Tenochtitlan was pretty classist in general, with elite goods being restricted from being publicly worn/displayed by commoners who also could not own land or drink chocolate etc re: your points about peasants and quality of life, that said the strictness of those rules might be exaggerated by sources, we know it was for other cities/towns
Also, there's some papers/sources I still need to look at, but as far as I know Tenochtitlan did not have sewage systems, nessacarily. It had a variety of waterworks and good public health/sanitation services, but waste was collected by civil servents to be reused as dyes and fertlizers, not disposed of in some sort of sewer drains or channels, even if the city had aqueducts, drains, channels, canals etc for other purposes
