Having grown up in Russia (I am not Russian), I never understood this view. There were less chronic alcoholics and drug users than there were in a small quaint town I immigrated to in USA.
When I was 7 years old I traveled a major Russian metropolis alone to and from school. I'd go to market and get groceries my mom wanted me to get. It was safe.
Imagine sending your 7 year old in modern day Los Angeles, New York or Berlin to a market alone to get some groceries.
Russians have always been by far more decent people than anyone gives them credit for. They may look ragged due to their economy and thieves at the top, but as people they build very civil societies.
