Seems to be saying lack of Loona was a budgetary issue, they cut her lines in episodes where she wasnt focused to save money.
She does imply that they have higher budget, and it was a season 2 issue, which makes me think Reedus and more importantly Kesha just utterly fucked the budget and theyre only now recovering for season 3.
