in reality, it's often actual coordinated harassment/defamation campaigns against individuals, done with the explicit purpose of harming them.

when people mention cyberbullying, they don't mean 4cuck "rebels" innocently practicing their free speech. they're referring to intentionally harmful harassment campaigns. outlawing it is completely reasonable
