I don't think you could get every government around the world to agree with and enforce the birth regulation policy, since it is pretty immoral. It'd be pretty much impossible to stop the overpopulation with civil methods. The world powers would have to deal with it. Probably by occupying and weeding out the population in countries in which birth can't be regulated. So, I guess that's where the real extreme comes in. The major powers of the world would have to kill a massive amount of people.
I guess it sounds way too dumb by how I'm putting it, but, imagine it kind of like a virus? One that you need to treat in time before it spreads throughout your whole body and kills you. You might have to make sacrifices to wipe out the virus, let's say like cutting off your arm even, so that you can live.
Uh, so, basically, pretty much just taking out on a large scale the populations of every poor but large country that can't put up much of a fight, and doing it quickly, then having the more civilized countries reach an agreement to regulate birth.
Oh, you know, pretty much what China used to do. The regulation is gone now, but, in the past, when they realized their overpopulation problem, they brought in a law that prevented people from having more than two children, I think? And the second one, only if your first child came out disabled or female. So, pretty much that, but forced worldwide, and you'd have to make it possible by cutting down a lot of the population. Wait, aren't there like, over 7 billion people in the world? Yeah, actually, no, I doubt that's possible then, I'm dumb. Probably wouldn't work.
