For things to change, all the teachers policemen lawyers judges bureaucrats and other upholders of public orders loyal to the old regime would need to be sacked. Democracy does not bring change, it is so by design. At most it can only shuffle a few laws around, make it illegal smoke outside to save society, but no substantial change can be made to society due to the weakness of the state. The right wing reactionaries of the past century reacted the right way when they saw what societal rot the cause for freedom would cause.
