In 2015 some retard posted what he got from social services food help to ylilauta (finnish imageboard). These threads were quite common (atleast once a week) and he also bumped them for days on end. Eventually people started parodying them. All of the parody threads had similar themes, like calling the social worker "ruoka apu apustaja" (food help helper) and having this image in the OP. Later on the real food help threads dissapeared, but apu apustaja still lives, as a retarded pepe.
