I do believe in the 2nd, though I am not sure how much value it holds when community & shared identities are breaking down fast and when there are permanent standing armies/militarization of domestic police.
Having the tools to resist tyranny sometimes only works if you act before things have degraded too much.
A smart opponent can over time make those tools meaningless.
